Dr Kafumu to run for Igunga Parliamentary seat



THE Central Committee of CCM on Monday nominated Dr Dalaly Peter Kafumu, its candidate for the Parliamentary by-election for Igunga Constituency in Tabora Region.

Dr Kafumu is the Commissioner of Minerals and won in preferential voting in the constituency by 68 per cent, according to the CCM Ideology and Publicity Secretary, Mr Nape Nnauye.

He said the party's CC has also decided to use a helicopter during its campaigns in the constituency to catch up with limited time.

He said former president, Mr Benjamin Mkapa, is expected to kick off campaigns at a date to be announced later. The seat fell following resignation of Mr Rostam Aziz earlier this year.

Some filling stations breach EWURA guidelines


SOME filling stations are still selling fuel at old prices, while others have gone below new cap prices set by the Energy and Water Utilities Regulatory Authority (EWURA) on Sunday.

A spot survey shows that Sopco filing station at Mwembe Chai and Total along Shekilango road were selling petrol at 2,114/- a litre and diesel at 2,031/-.

Kerosene at Total filling station along Shekilango road was being sold at 2,005/- per litre.

According to EWURA, for Dar es Salaam, the new cap prices for petrol, diesel and kerosene is 2,070/-, 1,999/- and 1,980/- respectively.

New fuel prices in the regions will be set depending on the cap price and distance of the region.
TSN filling station at Bamaga was selling diesel at 1,990/-, the only one found selling below the cap price set by EWURA.

The other filling stations, Oil Com Victoria, BP Upanga, Total at Mlimani City and Morocco, Big Bon in Sinza Mori, Engen at Ubungo, Oryx at city centre and Lake Oil at Urafiki were selling petrol at 2,070/- and diesel at 1,999/-.

Filling stations that had kerosene; Oryx at Fire, Oil Com at Kagera and Urafiki and Lake Oil at Urafiki were selling at 1,980/-.

When contacted EWURA's Principal Communications and Public Relations Officer, Titus Kaguo said a survey conducted by the authority late on Sunday evening showed those filling stations selling at old prices had already changed to new prices.

He said sometimes there was communication breakdown between oil marketers and filling stations.

"We normally communicate with headquarters, who communicates the new prices to their filling stations; sometimes such information arrives late at filling stations. But starting tomorrow (today) those not selling using new prices will be dealt with, in accordance with the laws," he noted.

Announcing the new prices on Sunday, EWURA's director general Haruna Masebu attributed the reduction to a fall in the petroleum products prices in the world market.

He said oil marketing companies were free to sell their products at prices that gave them competitive age, as long as they do not exceed cap prices.

This is the third time EWURA is setting fuel prices, calculated using a new pricing system, that became effective early this month.

The new pricing formula was gazetted through government Notice no. 5 of January 9, 2009 and amendments made through government Notice No. 216 of July 29, 2011.
Mr Haruna directed that all petroleum products prices be publicized on boards for the public to see.

Bolt sensationally disqualified as Blake wins 100m


Defending champion Usain Bolt was sensationally disqualified for a false start in the men's 100m final at the world athletics championships in Daegu, South Korea, allowing fellow-Jamaican Yohan Blake to collect an unexpected gold medal.
Bolt has dominated men's sprinting since winning 100m and 200m gold at the Beijing Olympics in 2008, achieving the same feat at the world championships in Berlin the following year -- smashing the world record in the process.
And although he had not entered this year's worlds in top form, the absence through injury of rivals Asafa Powell and Tyson Gay meant he was hot favorite to retain the first part of the sprint double.

However, the 25-year-old fell foul of the current false start rules, which states that once one false start has occured, the next athlete to jump the gun is immediately disqualified

Wikileaks leaks Dar`s cables

After being silent for months, Wikileaks, a global whistleblower website is back at it this week, releasing over 100 US secret State Department cables about Tanzania filed between 2005 and 2010.
Some 20,000 documents were made available from the cable trove between Wednesday and Friday morning, and a Friday tweet from WikiLeaks promises 45,000 more will come soon. These numbers are still developing.
In perhaps the biggest batch of cables about Washington’s views about the Dar es Salaam regime under President Kikwete, the cables touche various issues from politics to economics, terrorism, human rights and the media.
However majority of these cables are unclassified and only two cables, the one about the smuggling of Uranium from Democratic Republic of Congo to Iran via Dar es Salaam port, and the corruption dossier, are classified.
In one of the cables filed to Washington, the US government described President Jakaya Kikwete as pro-Westerner, charismatic, and a friend of the world’s most powerful nation.
The cable was filed just a few days after Kikwete was elected to be the fourth President of the United Republic of Tanzania in November, 2005.
But, this view seemed to conflict with what the US embassy reported back to their country, four years since President Kikwete came into power.
In its cable filed in 2009, US claims that President Kikwete’s regime was failing to deliver contrary to the expectations, citing massive corruption within the government as well as growing frustration among Tanzanians. The cables also aired the view about the closure of a Ponzi scheme known as Deci, which during its closure was worth $10 million, with an estimated 700,000 members countrywide.
“Although all indications point to Deci Tanzania being a Ponzi scheme, among investors the most controversial issues surrounding it was the government’s decision to close it down…some theories propounded by unhappy investors include that Tanzanian leadership was was angry that traditional banks and investment opportunities would lose out to Deci,” reads part of the cables.
The cable further adds that the government was angry because Deci was a Christian and not a Muslim organisation.
Citing drug trafficking, the cables brand Tanzania as the ‘main conduit’ for drugs to Southern African countries due to its porous borders, seaports and airports.
The cables also blame lack of control at Zanzibar’s ports and airports, adding that the loopholes pave the way for the Indian Ocean archipelago to be the heaven of drug traffickers.
In general most of the leaked cables have very few ‘toxic materials’ that may hamper the growing relationship between Washington and Dar es Salaam.

Why the saga is a potential replay of Richmond deal

The manner in which the Parliament handled the saga surrounding the beleaguered Permanent Secretary of the Ministry of Energy and Minerals David Jairo, shows that that executives did not learn from the experience of the $172 million Richmond Power scandal in 2007.
After the Richmond scandal emerged, the government tasked the Prevention and Combating of Corruption Bureau (PCCB) to investigate the saga. But, in its findings the agency cleared Richmond, the company that, under dubious circumstances, won the tender to supply emergency power supply following the prolonged drought that hit the nation in 2006.
After PCCB cleared Richmond Development Company, the Parliament under former Speaker, Samuel Sitta, intervened by forming a Parliamentary Select Committee to investigate the deal.
The findings of the committee cost Edward Lowassa who was forced to resign from the prime ministerial post after the committee report implicated him.
Two other former Cabinet ministers, Nazir Karamagi (Energy and Minerals) and Ibrahim Msabaha (East African Cooperation), also resigned from their posts.
On Thursday this week the House unanimously resolved to form a Parliamentary Select Committee to investigate the handling of the probe into allegations levelled against Jairo.
The decision by the Parliament was reached barely 24 hours after Chief Secretary Phillemon Luhanjo on Wednesday told reporters at a press conference at State House that the committee he had appointed had concluded that Jairo had acted within his authority when he directed departments and agencies under the Ministry of Energy and Minerals to contribute Sh50 million each to facilitate the approval of the ministry’s 2011/2012 budget by Parliament.
But, an MP who also served as Cabinet minister from 2005 to 2010 told The Guardian on Sunday mid this week on the sidelines of the Parliamentary session in Dodoma that by allowing the Executive to investigate itself, the Parliament overlooked the matter. The MP preferred anonymity to avoid reprimand.
“ I think MPs should have formed the Parliamentary Select Committee the same day when the accusations against Jairo emerged in the House instead of leaving an investigation to be conducted by an Executive,” he said. He said since Jairo belonged to an Executive pillar of State, it was wrong for the Parliament to allow the same pillar to investigate him.
It was Kilindi MP Beatrice Shelikindo who on July 15 brought to public attention, the letter claimed to have been written by Jairo, directing all departments and agencies under the ministry to contribute Sh 50 million each to facilitate the approval of the ministry’s budget proposals by Parliament.
But speaking exclusively to The Guardian on Sunday, over the weekend Deputy Speaker Job Ndugai, who presided over the session that reached the decision to form the Parliament select committee, said, “It could partly be true and partly untrue that the Parliament overlooked the matter”.
According to Ndugai, the Parliament could not have hastily taken the matter in its own hands bearing in mind that the Ministry’s budget had already been rejected by MPs, a move that prompted the government to ask for a three-week time to rectify the situation.
“When Prime Minister Mizengo Pinda asked for an allowance of time to review the budget for the Ministry of Energy and Minerals, he also asked for time so that relevant authorities could deal with Jairo’s case. In that sense the Parliament could not have rejected the government’s appeal,” Ndugai said.
He said the Parliament was forced to step in after it was not satisfied with the manner in which the government handled the matter. He said the Parliament had expected the report of the probe committee to be submitted to the House for deliberation.
Ezekia Wenje (Chadema-Nyamagana) was of the view that Jairo’s accusations did not centre on how much money the departments and agencies contributed. The gist of the subject, according to Wenje, centred on the justifiability of expenditures of the money contributed.
“The Controller and Auditor General (CAG) missed the point; we had faith in him but he missed the point. We didn’t want to be told how much was contributed, what we needed was the justification of the expenditures of the taxpayers’ money,” he said.
Hamadi Rashid Mohammed (CUF-Wawi) said the Parliament gave an opportunity to the government to work on the matter in good faith especially after Premier Pinda told the Parliament on the material day that he would have immediately sacked Jairo if he were the appointing authority.
“We, as MPs granted the government an opportunity to work on the matter but because we have not been satisfied with the steps taken there is nothing wrong in Parliament taking over,” he said.
The outspoken Simanjiro legislator Christopher Ole Sendeka, on his part, admitted that the Parliament should have taken the matter immediately after the accusations were levelled against Jairo on July 15.

Norconsult acquitted, three staff found guilty

Norconsult, charged with corruption related counts, has been acquitted but Norway’s court found the firm’s three consultants guilty of bribing Dar es Salaam Water and Sewerage Authority (DAWASA) officials.
The firm survived a scare as the court’s ruling, issued this week, took into account the dramatic consequences a guilty conviction would have had for the firm – debarment from public procurement in Norway.
However, the three consultants of Norconsult - the biggest engineering firm in Norway - have been given suspended prison sentences of between two and six months.
Norway’s economic crime unit, Økokrim charged the Norconsult employees of being involved in paying bribes amounting to $172,700 to officials at DAWASA in a World Bank sponsored project.
The firm was fined $690, 800 when the police finalised their investigation in the fall of 2009, but refused to pay. Instead, the firm opted to clear its name in court.
The case relates to a water and sanitation contract Norconsult won as part of a joint venture with the Dutch registered firm, the Elmcrest Group and MMK Project Services Ltd (MMK). Norconsult managed the project. According to the charges, “it was understood that five per cent of the contractual amount would be paid” to employees of the water authority.
The verdict of the Oslo District Court states that a 60-year-old Norwegian who was Norconsult’s top man in the project is convicted of being complicit in paying $ 109,000 to DAWASA staff members during 2003-2006.
The identity of the man in question was not given, neither the exact position he held in Norconsult.
He has been found guilty of providing money to a representative of MMK to be used to pay bribes to DAWASA employees. He is sentenced to six months in prison (two months suspended).
Norconsult is a popular firm in the engineering consulting industry in Tanzania as it has been involved in a number of projects.
According to the court, the owner of The Elmcrest Group and the main owner of MMK Project Services Ltd, as well as the other members in the joint venture, were leading players in the scam.
They have denied any involvement in corruption in written statements to the World Bank, but have refused to be interrogated by Norwegian police, despite assurances that charges would not be pressed.
The verdict stated categorically that Norconsult representatives were not involved in setting up the corruption deal, but learned about it later in October 2003.
It states further that Norconsult’s top man in the project should have reported the scam internally to the leadership and ensured that no payments were made.
Instead, he tried to keep Norconsult out of it. He feared if he took action it would be known to the public… “it would damage Norconsult’s position”. According to the verdict, Norconsult was “tricked into the project on false terms” by the other members of the joint venture.
A second Norconsult staff who worked on the project starting in 2004 is sentenced to three months in prison (suspended) for having been involved in bribery payments of $26,000.
A third Norconsult employee, responsible for internal auditing of the project, is convicted for having contributed to payments of $49,000 in bribes. He is sentenced to two months in prison (suspended).
According to the verdict, he actively prevented the payments from being camouflaged as “dubious invoices” for supplies to the joint venture, and in his bookkeeping he referred to the payments as a “loan” to an MKK representative, since documentation for the payments was lacking. This contributed to clarifying what happened.
In the third employee’s files, investigators also found a spreadsheet showing payments that were referred to as “commercial expenses.” The spreadsheet was made by The Elmcrest Group’s main owner, according to the verdict.
Under a column with the heading “names” in the spreadsheet, there are initials that correspond with the names of top officials in DAWASA management. They are identified with their full names in the Norwegian verdict. The budget for payments to these DAWASA officials amounted to $247,000.
One of the three convicted individuals does not work for Norconsult anymore. The verdict also criticises Norconsult, saying “corruption should have been mentioned explicitly in [the company’s] ethical guidelines,” and there should have been guidance about how to handle corruption.
The court says that taken into account the “competent and loyal” staff Norconsult had on the project in Tanzania, there is reason to believe that the problems could have been prevented if proper guidelines had been in place.
The court concludes that Norconsult could have prevented corruption in the project, but draws a line between what it should be criticised for and what should result in a legal penalty.
Norconsult did not achieve any significant advantage and was not complicit in making the corruption deals. The verdict states that none of the three top levels of management in Norconsult knew about the illicit payments until they were informed by the World Bank about its suspicions.
According to the verdict, the company took action when they learned what had happened and later reported it to the police, although this happened after the story broke in the press.

NASA REALEASED DETAILS OF UPCOMING MOON STUDY


NASA's upcoming GRAIL mission will provide new information about how the moon formed and will allow students to take their own pictures of its surface, panelists announced at a news conference at NASA headquarters in Washington on Thursday.

GRAIL (the Gravity Recovery and Interior Laboratory) will send two spacecraft to the moon, most likely next month. The 42-day launch window begins September 8, GRAIL project manager David Lehman said.

The two spacecraft will be launched in the same housing, which will separate. They will enter synchronized orbits in January, principal investigator Maria Zuber said. The slow trip saves energy. Once in orbit, their speeds will increase when they pass over formations on the moon's surface, allowing scientists to measure those formations based on the distance between the two spacecraft.

The project aims to study how the moon formed, its interior composition and why the side seen from Earth looks so different from the "far side," which isn't as dark because of lava flows, Zuber said.

JAPANESE PRIME MINISTER ANNOUNCES RESIGNITION

                               
Tokyo (CNN) -- Japanese Prime Minister Naoto Kan, whose approval rating tumbled following the devastating March earthquake and tsunami, announced his resignation Friday.
Kan announced he is stepping down as party leader during a meeting with members of the ruling Democratic Party of Japan. The party will elect a new leader next week, who will take over as prime minister.
The resignation fulfills his promise to step down after parliament approved two pieces of legislation, including one related to post-earthquake reconstruction.
"I will put my words into action once those two bills are approved," Kan said this month at a Lower House committee session.
Kan believes the two bills -- the deficit-financing bond bill and the new energy promotion bill -- will push forward his reconstruction policies.
The bills passed Friday.

Kan has been under pressure to resign since the March 11 earthquake and tsunami, and subsequent nuclear crisis in the nation. The disaster triggered the worst nuclear crisis since Chernobyl as cores overheated and spewed radioactive material into surrounding areas.

JAIRO TO REMAIN ON LEAVE



PRESIDENT Jakaya Kikwete has directed the Permanent Secretary in the Ministry of Energy and Minerals, Mr David Jairo, to remain on leave pending a probe by a Parliamentary select-committee on allegations of misconduct against him.

The Prime Minister, Mr Mizengo Pinda, told the National Assembly on Thursday that President Kikwete made the decision on Wednesday, a few hours after Mr Jairo reported on duty amid pomp and celebration, following clearance of the allegations in an earlier investigation.

"I want to inform the House that the PS has been directed to remain on leave by President Kikwete pending investigation by the select committee," Mr Pinda said during the routine Thursday 30-minute premier's question and answer session.

FOUR TRADERS OF COCAINE IN COURT


FOUR businessmen yesterday appeared before the Ilala District Magistrate's Court in Dar es Salaam, charged with being in unlawful possession of cocaine.

All the accused persons, Mohamed Dad (25), Ibrahim Ally (20) and Ramadhan Khatibu (20) pleaded "not guilty" before Resident Magistrate Wilberforce Luhwago.

The accused were remanded after failing to meet bail conditions.

Public Prosecutor, Ms Sakina Sinda, told the court that on August 12, along Mwita Street in Kariakoo in Dar es Salaam, the accused were allegedly found in unlawful possession of seven grammes of narcotic drugs known as cocaine.

Resident Magistrate Luhwago adjourned the case to September 1, when it comes for another mention.

Meanwhile, Said Mtenge (25) was also arraigned at the same court for being in unlawful possession of illicit drugs.

Mtenge pleaded "not guilty" and was remanded after he failed to meet bail conditions.

State Attorney Credo Lugaju told the court that last Sunday, at around 2:00 pm at Gongo la Mboto area in Dar es Salaam, the accused was found in unlawful possession of 10 grammes of cocaine by Police Officer.

Mr Lugaju further told the court that the accused resisted arrest and attempted in vain to escape.

Resident Magistrate Ester Mwakalinga adjourned the case to September 6, for another mention.

CAG TRASHES THE ALLEGATIONS AGAINST JAIRO


THE Controller and Auditor General (CAG) has trashed the claims that the Permanent Secretary in the Ministry of Energy and Minerals, Mr David Jairo, raised 1bn/- to induce MPs to pass the ministry’s 2011/2012 budget.

Following the report of the special audit, the Chief Secretary, Mr Philemon Luhanjo, declared on Tuesday that he had closed the case, and ordered Mr Jairo to report to work on Wednesday.

The PS was sent on paid leave in the third week of last month to allow investigation on allegations by Kilindi MP Beatrice Shelukindo, that he asked 20 institutions under the ministry to contribute 50m/- each, which was to be used to bribe legislators to support the ministry’s budget.

But the CAG, Mr Ludovick Utouh, reported yesterday that only four institutions were asked for contributions.

“The total amount contributed by those institutions is 149,797,600 only,” he said, adding that the money was paid out as subsistence, entertainment and sitting allowances to ministry officials.

“There is no evidence whatsoever that any of the money was paid to MPs.” The money was contributed by the Rural Energy Agency (50m/-), Tanzania Electric Supply Company (40m/-), Tanzania Petroleum Development Corporation (50m/-) and Energy and Water Utilities Regulatory Authority, which financed a lunch and evening reception for 9.7m/-.

“The special audit did not find any proof that 20 institutions were asked to contribute a total of one billion shillings as recorded in the Hansard and did not ascertain the allegations levelled against Mr Jairo,” declared the CAG.

The Chief Secretary said in the circumstances, he would not pursue the matter any further. The energy ministry’s estimates were passed by the House on August 13 after being postponed last month.

SYRIA DEATH TOLL TOP 2,200 U.N. SAYS


 More than 2,200 people have been killed since the start of mass protests in Syria in mid-March, the U.N. High Commissioner for Human Rights said on Monday.
Navi Pillay spoke in Geneva, Switzerland at a special session of the U.N. Human Rights Council, which met to discuss allegations of human rights violations in Syria.
The meeting comes after the United Nations sent a humanitarian mission to Syria this weekend to look for effects of President Bashar al-Assad's protest crackdown.
Pillay said that more than 2,200 people have been killed in the crackdown so far, with more than 350 people reportedly killed since the start of Ramadan.
"I wish to use this opportunity to once again call on the Syrian government to immediately and fully halt its crackdown on peaceful protests and ensure the immediate and unconditional release of all detained for their participation in peaceful demonstrations," she said during her remarks, according to a U.N.-provided transcript.

Meanwhile in Syria, the Syrian Observatory for Human Rights reported new deaths in a continuing crackdown on pro-reform demonstrators.

Two people were killed and four wounded early Monday morning in the city of Mesyaf in Hama province when regime supporters opened fire, the London-based activist group said.
It also said that at least three people were killed and five injured in Homs, when gunmen opened fire on demonstrators participating in a protest timed to coincide with the U.N. delegation's visit.

On Sunday, al-Assad rejected calls for his ouster and promised steps toward political reform.

Speaking on Syrian state TV a day after the U.N. mission arrived in the country, al-Assad was asked about calls from European leaders for him to step down. "What they say means nothing to us," he replied, according to a CNN translation.

U.S. President Barack Obama made the same call last week, and the United States followed up by imposing new economic sanctions.

SOUTH SUDAN CLASHES KILL 600, U.N. CALLS FOR TALKS


 The U.N. on Monday called for reconciliation in the newly-established Republic of South Sudan after fighting reportedly left at least 600 dead and at least 26,000 cattle stolen.
The Special Representative of the U.N. Secretary General, Hilde F. Johnson urged restraint Monday after fighting between the Murle and Lou Nuer communities in Jonglei State, killed at least 600 and left more than 750 wounded.

Clashes broke out early Thursday morning and lasted through the day, South Sudan authorities reported. The U.N. on Friday dispatched an assessment and verification team to two of the conflict areas.

The team found 28 casualties at one site and 30 at another along with a number of huts burned to the ground, said Aleem Siddique, spokesman for the United Nations Mission in South Sudan.

The violence occurred when members of the Murle tribe attacked villages of the Lou Nuer, Siddique said.

Though the violence had largely stopped, reconciliation efforts were needed to maintain the peace, he said.

"Peaceful dialogue is the primary means for reconciliation, and the tribal leaders need to sit down and work out their differences."

Between January and the end of June 2011, nearly 2,400 people had died in 330 clashes across South Sudan, according to a July U.N. report. Most of these casualties resulted from cattle rustling incidents in Jonglei State's Pibor County.

Second half goals from Danny Welbeck, Anderson and Wayne Rooney sealed a comfortable victory for Alex Ferguson's youthful side, who went joint top of the table.
It marked defeat for Tottenham in their opening game of the season after their first fixture of the new campaign was canceled due to the London riots.
Victory took United level at the summit with rivals Manchester City, who maintained their 100 per cent record with a 3-2 win at Bolton on Sunday.

GADHAFI SONS FREE

 Monday and early Tuesday, reports emerged that two sons of Libya's longtime leader were free despite earlier reports that rebels had captured them.
Saif al-Islam Gadhafi, son of Libyan leader Moammar Gadhafi, appeared to reporters in a convoy of armored Land Cruisers in Tripoli on Tuesday morning, more than a day after rebels claimed they had captured him. Hours earlier, Libya's ambassador to the United States said that one of Moammar Gadhafi's other sons, Mohammed Gadhafi, had escaped.

75 TONNES OF FOOD RELIEF TRANSPORTED TO SOMALIA

                                                                      
                                                                                           

Dar es Salaam. Seventy-five tonnes of food and other items have been raised for donation to hunger-stricken Somalis.
Mr Ibrahim Ismail, the director of Programme On Life Emergency (Pole), which offered the aid, told journalists here yesterday that the organisation would send food and other essentials to Somalia.
“Three trucks will travel to Dobley in Somalia via Nairobi and we will arrive at Liboi on the border of Kenya and Somalia on Wednesday,” he said. “On arrival in Somalia, Somali Relief and Development Forum and Islamic Help UK will help us in administering and distributing the aid, which includes wheat flour, rice, maize, dates, sugar and nutritional supplements.”
He also said the Islamic Help (UK) would set up a centre in Dobley to serve malnourished children.
A representative of the Somali Community in Tanzania, Mr Mahad Nur, said the donation would help women and children who are the main victims of drought.
“We are saddened by the suffering of our brothers and sisters... we see them everyday through the media and we ask Tanzanians to continue to help save lives,’’ he appealed.
He said the 11 people had volunteered to transport the food to Somalia and would be escorted by the police in Kenya to ensure safe arrival.
Meanwhile, local non-governmental organisations have joined their counterparts in the continent in raising money for millions of people facing hunger in the Horn of Africa ahead of an African Union conference in Addis Ababa next Thursday on the worsening crisis. Africans Act4Africa’s initiative aims to raise at least $50 million out of the $1.4 billion needed to feed 12 million people facing severe famine due to prolonged drought in Somalia, Ethiopia and Kenya and other drought afflicted states in the zone.
The Arusha-based East African Civil Society Forum (EACSOF), Multi-Environment Society, and the Legal and Human Rights Centre are spearheading the campaign in which institutions and individuals are being urged to contribute.

DRUG ADDICTS TARGET SCHOOLCHILDREN


Dodoma. Drug addicts are targeting unsuspecting children in English medium schools to get money.“They believe children in these schools are from well to do families and are given huge amounts of pocket money,” a member of the National Task Force Against Drug Trafficking, Mr Rogers Siyanga, told a seminar for MPs here.

Members of the task force, formed by President Jakaya Kikwete in 2006, are from the Tanzania Intelligence and Security Service, the police force, the Tanzania Revenue Authority, the Prevention and Combating of Corruption Bureau and the Drug Control Commission operating under the Prime Minister’s Office.

Mr Siyanga said at the weekend that the drug addicts were putting heroin into chocolates and other snacks and sell them to schoolchildren.

“When the children eat them, they get intoxicated and fall asleep. It is at such moments when they rob them of their pocket money,” he told stunned MPs, including Prime Minister Mizengo Pinda, National Assembly Speaker Anna Makinda and a handful of cabinet ministers.

PRESIDENT OF MALAWI DISSOLVES CABNET



Lilongwe, Malawi -- The president of Malawi has dissolved his Cabinet of more than 40 ministers and deputies without giving any reason.

The moves comes after nongovernmental organizations and protesters demanded in a July 20 petition to President Bingu wa Mutharika that he should trim the size of the Cabinet by half. The small, landlocked southeastern African nation has been rocked with fuel and foreign exchange shortages, and the cost of living has soared. Such issues sparked protests last month, leaving 19 people killed.

A statement from the office of the president and Cabinet, read on state radio, said the dissolution went into effect Friday.

Asked for the reasons behind the move, Cabinet clerk Chinthu Phiri could not give any, but said the president could appoint and terminate ministers at will.

The development comes after activists cancelled a 48-hour vigil on Wednesday, which was to press Mutharika to act on the petition.

They said they cancelled the vigil to give a chance for talks, which the United Nations is mediating.

One activist, Billy Mayaya, said the activists do not interpret Mutharika's move as the beginning of reform.

"We cannot say this is the beginning of reform, we will wait until he appoints new ministers," said Mayaya. Once the new ministers are appointed, he said the activists will determine whether Mutharika is responding to their concerns.

PARTIES PICK CANDIDATIES FOR IGUNGA BY-ELECTION


Igunga.CCM and the opposition Chadema yesterday released preliminary nomination results for candidates vying for the parties’ tickets to contest the Igunga by-election on October 2.The naming of the top three contenders from each of the parties signal a crucial turning point as the stage is set for campaigns next month as political parties seek to capture the seat left vacant by the resignation of former area CCM MP Mr Rostam Aziz.

Other than CCM and Chadema, other parties expected to take part in the poll are the Civic United Front (CUF), Tanzania Labour Party (TLP) and NCCR-Mageuzi. Mr Moses Edward has already been named as TLP’s candidate, while Mr Leopard Mahona who came second in last year’s General Election would represent CUF.

The three top contenders from CCM and Chadema will now be taken to the respective top party organs for the final pick, while the opposition party’s national chairman Mr Freeman Mbowe is today expected to chair a meeting that will come up with the final name.

Yesterday, CCM district secretary for Igunga Ms Neema Adam declared the commissioner for minerals, Dr Peter Kafumu, Mr Jafari Omar and Mr Shamus Brahamu as winners of the primaries after obtaining 588, 193 and 38 votes, respectively.

The CCM official said a total of 950 delegates attended the meeting to vote for 13 party members who had sought nomination to replace Mr Aziz who resigned in July.

The nomination exercise took place at the St Leo’s Hall in Igunga Township. Reports claim that the nomination exercise was marred by bribery attempts with the Prevention and Combating of Corruption Bureau (PCCB) said to be holding three suspects who were caught distributing money allegedly given by one of the candidates.

However, the PCCB chief for Igunga, Mr John Ngunangwa, declined to confirm or deny the reports, saying he would give a full report later.For its part, Chadema official Mwikabe Mwita Waitara announced that Joseph Mwandu, Isabela Makelemo and Juma Chacha had garnered the highest votes.

The three got 63, 53 and 43 votes respectively, in a meeting which brought 309 delegates at Sakao Hall in Igunga. Mr Waitara said 16 party members had picked forms seeking nomination.

Saif, along with his father, is wanted by the International Criminal Court, which issued warrants for their arrests in June on charges of crimes against humanity. The ICC has talks scheduled with the rebels Monday on transferring Saif to its custody, Chief Prosecutor Luis Moreno-Ocampo said.

Saif, 39, has never lived a day in which his father didn't rule Libya -- as its undisputed leader inside the country and an enigmatic, controversial voice for the world.

Once thought to be a leading reformer inside the Libyan government, Saif emerged as one of the regime's most visible defenders. He was the first to address the nation about the unrest and detail a plan to address it.

At one point during the uprising, sources close to the elder Gadhafi said that any transition in Libya would have to involve his son, Saif, long seen as a possible successor to his father. He denied having any such desire to rule.

PRESIDENT Jakaya Kikwete has directed the Tanzania Electric Supply Company (Tanesco) and Lindi Urban Water and Sewerage Authority (LUWASA) to ensure water is available in the area, as he had earlier promised.

He made the directive when inspecting water supply sources for wells and tanks at Kitunda suburb in Msinjali Ward in Lindi.

President Kikwete directed the two authorities to make sure that they fulfill promises by December, this year.

The president, however, noted that the water supply project had been implemented by 80 percent and that electricity has not so far been connected to the water source to make it operational.
