CAG TRASHES THE ALLEGATIONS AGAINST JAIRO


THE Controller and Auditor General (CAG) has trashed the claims that the Permanent Secretary in the Ministry of Energy and Minerals, Mr David Jairo, raised 1bn/- to induce MPs to pass the ministry’s 2011/2012 budget.

Following the report of the special audit, the Chief Secretary, Mr Philemon Luhanjo, declared on Tuesday that he had closed the case, and ordered Mr Jairo to report to work on Wednesday.

The PS was sent on paid leave in the third week of last month to allow investigation on allegations by Kilindi MP Beatrice Shelukindo, that he asked 20 institutions under the ministry to contribute 50m/- each, which was to be used to bribe legislators to support the ministry’s budget.

But the CAG, Mr Ludovick Utouh, reported yesterday that only four institutions were asked for contributions.

“The total amount contributed by those institutions is 149,797,600 only,” he said, adding that the money was paid out as subsistence, entertainment and sitting allowances to ministry officials.

“There is no evidence whatsoever that any of the money was paid to MPs.” The money was contributed by the Rural Energy Agency (50m/-), Tanzania Electric Supply Company (40m/-), Tanzania Petroleum Development Corporation (50m/-) and Energy and Water Utilities Regulatory Authority, which financed a lunch and evening reception for 9.7m/-.

“The special audit did not find any proof that 20 institutions were asked to contribute a total of one billion shillings as recorded in the Hansard and did not ascertain the allegations levelled against Mr Jairo,” declared the CAG.

The Chief Secretary said in the circumstances, he would not pursue the matter any further. The energy ministry’s estimates were passed by the House on August 13 after being postponed last month.
